Williams schetst een intens en intiem portret van de grootste keizer die het Romeinse Rijk heeft gehad. Tegelijk brengt hij een tijdperk tot leven waarin Rome in een dynamiek van intriges en expansie een enorme sprong voorwaarts maakte. Het verhaal wordt door een hele reeks tijdgenoten verteld in brieven en (dag)boekfragmenten. Het knappe daarbij is dat Williams de verhaallijn naadloos door de diverse bijdragen heen loodst.
